Update 02/04/09
George Britton reports that the County’s Public Works Department has solved the dilemma related to the CALTRANS conduit to SR73 and it has been relocated. Once SCE moves some utilities, the project can be completed. It appears as if this relocation can take place in next month or so, with construction to follow.

Director of Engineering/Chief Engineer reports:
I checked with my Construction Division manager and report the following milestone schedule for the completion of the Bristol Street widening/sidewalk project. Our intent is to complete the project on April 30, 2009.
Bristol Street Widening/Sidewalk Project Status:
• Edison to relocate facilities by February 20, 2009.
• Contractor to complete curb and gutter by March 6, 2009.
• Contractor will then install 1200 linear feet of sidewalk by March 27, 2009.
• Contractor will complete paving, traffic detector loops and striping April 17, 2009.
• Contractor to finish placing fencing behind sidewalk and perform punch list work by April 30, 2009.
• Original contract award amount $417,784.

• Estimated final cost ~$450,000.
• Approximately 7.2% increased cost due to project delay and change orders.

Irvine Ave Widening Bristol St Sidewalk Report Christopher G. Kubasek, P. E.

The Irvine Avenue Widening project proposed to widen Irvine Avenue from Bristol Street to south of Mesa Drives from four lanes to six lanes. The project consists of constructing retaining walls, new curb and gutter, sidewalk, storm drains, roadway paving and new traffic signals at Irvine/Mesa and Irvine Orchard.

The project will be constructed in two phases. Phase 1 consists of constructing the retaining walls, street and storm drain improvements. Phase 2 consist of constructing the street median and completing the roadway paving. The traffic control for Phase 1 is in place and work is progressing well.

The retaining wall along the golf course is completed and the retaining wall at the corner of Irvine and Orchard Drive is near completion. The contractor is working of constructing the retaining walls along the apartment complex at the corner of Irvine Avenue and Mesa Drive.

This is a cooperative project between the City of Newport and will allow a bigger flow of traffic to move in the area. It was asked who is paying for the under-grounding of the improvements on this project. Chris stated that it is a relocation of Edison equipment and Edison is taking care of that. The poles will be moved over, not under-grounded. The construction area along Irvine will be removed once the project is complete. A question was raised as to who will be in charge of landscaping the meridian once the project is complete and he will provide that information to us.


It is anticipated the project will be completed in late spring 2009. Typically landscaping is the last thing completed. The Irvine Ranch Market wall will be moved and the Back Bay Center owners are working on a remedy for the location of the wall. He reminds is there will be some really rigorous times when construction will slow traffic down considerably and he asks us to be patient during this time.


The Bristol Street Sidewalk project constructs sidewalk and street improvements on South Bristol Street along the golf course. The project is on standby due to the utility delay, a previously unidentified power service to street lights on the San Joaquin Hills Transportation Corridor needs to be relocated. The county is working with the contractor to relocate the power line that feeds the lights. It is anticipated that the project will be completed by late fall 2008.

IRVINE AVENUE FROM MESA DRIVE TO BRISTOL STREET. and the side walk.

The project was awarded on October 2, 2007 to Griffith Company as the low bidder at $6,457,959.35. Two (2) major utility relocations are required for construction of the roadway improvements. Costa Mesa Sanitation District relocated its sewer lift station located on Irvine Avenue, which had to be completed before roadway improvements could begin on the south segment of Irvine Avenue.

This work was completed in May 2008. The other utility relocation is an electrical power transmission line located on the north side of Mesa Drive and an electrical distribution line on the south side of Mesa Drive. Both lines are west of Irvine Avenue. This relocation work will be performed in conjunction with the roadway improvements on Mesa Drive. Project completion is anticipated in to be in February 2009.

This work will include night work to avoid traffic congestion. Both lines are west of Irvine Avenue. This relocation work will be performed in conjunction with the roadway improvements on Mesa
Drive. Roadway construction will start in January 2008 and project completion is anticipated in to be in February 2009.

Update 11/17/07
Item 22 on the October 16 Board agenda awarded the contract for the Bristol St. sidewalk improvements for $417,784. This is about $72,000 lower than the original estimated cost when we had all these projects conceptually approved on March 27, and $54,000 less than the Engineer’s Estimate. As you may recall, no RDA funds are being used on this project—the County Road Fund is being reimbursed by federal funds and OCDA funds, and JWA is paying to replace the chain link fence.

Update 9/27/07
For the Bristol Street Sidewalk project, the project was advertised in June and the bids were opened on August 1st with the contractor Sully Miller as the low bidder at $417,784. The project is scheduled to be awarded on October 11th with start of construction in early December. The number of working days stipulated for this contract is 100 working days (5-months). As you know this project will include the under-grounding of the overhead SCE and Mpower utility lines.

For the Irvine Avenue Road Widening project, the project was advertised in June and the bids were opened on July 25th with the contractor Griffith Company as the low bidder at $6,457,959. The project is scheduled to be awarded on October 2nd with start of construction in November.

The number of working days stipulated for this contract is 300 working days (60 weeks). As you know this project will include the landscaping of the existing stockpile area north of the Irvine/Mesa intersection.

Update 7/23/07
The Bristol St. sidewalk plans and specs were on the agenda for approval at the Board of Supervisors meeting on June 26. They were approved and the bid opening should begin 8/17.



on Feb 7th 2006 Javier showed us this photo of the current condition of the Bristol St. side walk. He is planning to set up a meeting with Edison to discuss the option of Undergrounding or moving the electrical poles. As part of the project they plan to upgrade the fencing and he is in discussion with JWA as far as what the fencing will be.

Update 2/7/06 from Javier Soto at the County

The Bristol street relinquishment between the State of California and County of Orange was completed and officially recorded in August, 2005.

With regards to the Bristol Street sidewalk, this project will be constructed separately from the Irvine Avenue widening project.


The Design elements will include widening for future purposes, new curbs and gutters, new 9 foot concrete sidewalk. There will also be a small section about 60 feet in length of a retaining wall for the golf course that will affect drainage.

Funding: the PAC supplied Javier with a letter that was instrumental in helping him obtain funding from the federal government for $360K. He did ask PAC for $150.00 as they need a total of $510K to build this project. This was approved by PAC at the Feb. 7th 2006 meeting.



As far as time line goes, Javier see the end of March submitting the plans and funding approval by the end of Dec. Start construction March of next year and it should be 9 months until completetion.

The side walk will start at the City of Costa Mesa line and move forward along the golf course and they are talking with JWA.

The REVISED PLAN:

Ted Rigoni, Senior Civil Engineer who works in the Road Division, Capital Projects
Section; and is the project manager for the Irvine Avenue project. The County is planning to widen Irvine Avenue between Mesa and Bristol, with some transition widening just south of Mesa.

The purpose of this project is to improve the traffic circulation and safety to motorists and pedestrians.

The project adds an additional lane in each direction (3 through lanes), a bike lane, as well as sidewalks, raised medians, and landscaping. There will also be a bus turn out just along the right side of the street going north on Irvine Ave in the vacinity of the area that is currently a stockpile area.

Coming down Mesa Dr. from Birch St, there will be two-left turn lanes and one straight-ahead and right turn lane.

No right-of-way acquisition is required south of Mesa, and the Anniversary Tract, the Mira Loma town homes, and the homes along Irvine Ave. aren't affected.

PAC supports this version of the project with a caveat that the City of Newport Beach or Costa Mesa improves the roadway material stockpile site with finished landscaping. We recommend that the County look into amending the application to OCTA to include South Bristol St. Sidewalk.

At the PAC meeting on 12/7/04 Rick Dayton reported that the County added the sidewalk in the scope of work for that widening.
