  SAHPAC - 2010: Updates from 12/03 to 11/04

UPDATE 12/03/03
PAC members, Harold Lassen and Dave Stieve, have talked with all the residents on the street and all the residents are interested and handed in the survey forms. One person is still holding out and still leery. The two property owners who do not live there, they have not been able to contact. Dave and Harold are continuing to work on this. The next step is to get everyone together and look at the County Plans. Dave and Harold will contact Mark Esslinger to get this meeting together and have the meeting take place on Kline Drive.

Update 2/3/04
There has to be 100% compliance and there isn't. So the project is stalled. There is one neighbor who is not willing to do anything for the project. Dave Kiff says that when the City of Newport Beach takes over they will push to get Kline Drive improvements. He strongly stresses that they should do as much as they can now before the City takes over.

Supervisor Silva will tour the area in March and work with Code Enforcement to try and help the situation.

2/11/04
OCFA Inspector Stacy Lamph viewed the area and stated that it could use improvements. However, there were no obvious code violations. Inspector Lamph stated that although Kline Drive is not the widest/best street the Truck could get up and down(not turning around). Also, there is one outlet/pipe stand that looks like it has been tested and seems to be functional. It was recently tested (not by OCFA but N.B.F.D.) and she will be checking w/ the City of N.B. re:
the test.

4/06/04
March 4th ride along report from Dave Stieve.
Supervisor Silva, his assistant Michelle, a member of the sheriff's Dept., and Francisco Alonso who is a building inspector who also wears the code enforcement hat. The Supervisor was interested in the history of Kline Dr. and wanted to see for himself what it looked like. He asked some questions at different points in our walk and then he questioned Mr. Alonso as to what may be done. I spent most of my time speaking with Mr. Alonso as he had various questions regarding structures and operations on Kline Dr. He did not specifically point out violations but he mentioned that he saw quite a few code and building violations.

Mr. Alonso left me with the interpretation that he would be targeting the major offenders first with the hopes that the resident property owners would get the hint. I don't think that he will hesitate with the property owners if he sees a serious enough violation. Mr. Alonso is also going to look into a program that would help homeowners with roofing. I believe that these would be grants.

BV: Mr. Alsonso is planning to have some meetings in the community to try and get folks to comply with certain standards. Paul Lanning said that the County is not giving up on the street and will continue to keep in contact with the residents on the block to try and change some of their minds about giving property to the street improvement. Paul reported that they did get 100% of all the surveys back and a few folks were opposed to the new changes. They need 100% compliance to move forward so those are the people they will continue to talk with.

6/1/04 The County STILL has not set a meeting with the residents on the street. Supervisor Silva has told Paul Lanning to get that meeting date together.


8/3/04
The engineering firm is ready to meet. Dave Stieve and Harold Klassen are polling the residents and owners as to a date and time that works best for them. Once a date has been selected the meeting will take place.

10/05/04
Paul Lanning is going to be setting a meeting with the residents on the street for either Oct 20 or 21. At that time the proposals above will be discussed.

11/15/04
The County met with residents on the street on Oct. 21. The consensus was that Plan B, (outlined on our website), was the plan that was most popular. There were 2 property owners that were not in attendance and they have been sent the information via mail by the County. The County is now working with the Fire Authority and the engineering firm to make some modifications to the plan. Davis Stieve brought up the fact that in the initial talks about refurbishing Kline Dr. there was discussion about undergrounding the 6 power poles as well. Paul will go back to County and inquire about this.
