SAHPAC - 2010: PAC Project Updates at a Glance

Contact: Tim Stoaks, Chairman

email: timstoaks@sbcglobal.net

We are in constant contact with the County project managers, the City of Newport Beach and Supervisor Moorlach's office to keep up to date on the progress of each of our projects pending.

All projects were approved by the Board of Supervisors on March 27th 2007.

Underground Utilities on Cypress & Mesa Dr. 7.9 million
See our Undergrounding Page for more detailed information on this.

Continuation of Horse trail on Mesa Dr. This project should be included in the undergrounding since it will have to be done at the same time to avoid tearing up the street twice. At the Aug. 2005 PAC meeting the PAC agreed to stand behind this project as is. As this project moves forward we will continue to bring plans to the PAC meetings and get input from folks on both sides of this issue. Our goal is to have a great looking trail, with no loss of parking on Mesa Dr., and one we can all be part of and proud of.

Mesa Birch Park View Park $250K
See Page for more info.

Bristol St. Sidewalk
$150K

Update 4/1/08 The project is currently under construction.

update 6/4/08
IRVINE AVENUE FROM MESA DRIVE TO BRISTOL STREET. and the side walk.
As Reported by Chris Kubasek

The project was awarded on October 2, 2007 to Griffith Company as the low bidder at $6,457,959.35. Two (2) major utility relocations are required for construction of the roadway improvements. Costa Mesa Sanitation District relocated its sewer lift station located on Irvine Avenue, which had to be completed before roadway improvements could begin on the south segment of Irvine Avenue. This work was completed in May 2008. The other utility relocation is an electrical power transmission line located on the north side of Mesa Drive and an electrical distribution line on the south side of Mesa Drive. Both lines are west of Irvine Avenue. This relocation work will be performed in conjunction with the roadway improvements on Mesa Drive. Project completion is anticipated in to be in February 2009.

Update 9/27/07
For the Bristol Street Sidewalk project, the project was advertised in June and the bids were opened on August 1st with the contractor Sully Miller as the low bidder at $417,784. The project is scheduled to be awarded on October 11th with start of construction in early December.

The number of working days stipulated for this contract is 100 working days (5-months). As you know this project will include the under-grounding of the overhead SCE and Mpower utility lines.

For the Irvine Avenue Road Widening project, the project was advertised in June and the bids were opened on July 25th with the contractor Griffith Company as the low bidder at $6,457,959. The project is scheduled to be awarded on October 2nd with start of construction in November. The number of working days stipulated for this contract is 300 working days (60 weeks). As you know this project will include the landscaping of the existing stockpile area north of the Irvine/Mesa intersection.

Update 7/23/07
The Bristol St. sidewalk plans and specs were on the agenda for approval at the Board of Supervisors meeting on June 26. They were approved and the bid opening should begin 8/17.

Update 2/6/07 Reported by Larry Stanisfer:
The proposed project is located on the southerly side of SE Bristol Street and westerly of Irvine Avenue in the unincorporated area of Santa Ana Heights. The project will construct approximately 1200 of sidewalk along SE Bristol Street, between Santa Ana Avenue and Irvine Avenue, including retaining walls, curb & gutter, drainage improvements, removal and replacement of chain link fence. This project also includes the undergrounding of existing utilities (SCE, MPower and AT&T).

Construction Costs: The project is estimated to cost $490,000 (exclusive of undergrounding) and has acquired funding of $360,000 from the Federal Hazard Elimination Safety Funds and $150,000 Orange County Development Agency (OCDA) Funds.

Key Issues
RDMD staff has been in discussion with John Wayne Airport (JWA) concerning the internal transfer of right-of-way. JWA is evaluating the fencing type to be utilized at the back of walk. JWA has received a preliminary approval from Housing & Community Services Dept. (HCS) for OCDA funds, in the amount of approximately $133,000, to fund the iron-wrought fence type along the back of walk along Bristol Street and Irvine Avenue.

Caltrans approved the Preliminary Environmental Studies (PES) on January 30, 2007. Staff is coordinating with Caltrans on the E76 approval to advertise the project. We anticipate this approval by May 2007.

Currently evaluating undergrounding costs and funding sources.
