Santa Ana Hts. Redevelopment Project Area Bylaws for the Project Advisory Committee
1: Definitions: A "Plan" shall mean the Santa Ana Heights Redevelopment Plan. B."Board" shall mean the Orange County Board of Supervisors. C."Committee" shall mean the Project Advisory committee for the Santa Ana Heights Redevelopment Project Area. D."Agency" shall mean the Orange County Project Agency.
2: Authority: The Santa Ana Heights Redevelopment Project Advisory Committee has been established by the Board of Supervisors in Resolution No. OCDA 96-6 of the Orange County Board of Supervisors (May 21, 1996)
3. Purpose: The Project Advisory Committee for Santa Ana Heights Redevelopment Project Area has been established to advise the Orange County Board of Supervisors and the Orange County Development Agency concerning policy matters which affect the residents of the Project Area as well as other maters relating to redevelopment which may be authorized by the Board.
4. Membership: A: Qualifications The Committee shall be composed of no more than 12 members. The members shall be composed of persons who are business owners, property owners, or residents of the area subject to the Plan.
B. Terms of office: The Term of each member shall be three years. Each member may be reappointed to the Committee.
C: Appointment and Termination of Members: Members shall be appointed by the Board from a list of recommended candidates submitted by Agency Staff.
The Board may terminate the membership of any person at any time. Failure of a member to attend three consecutive Committee meetings without having notified the Committee Chairperson or Vice-Chairperson prior to the meeting shall result in termination of membership
5. Officers: A: The officers of the Committee shall be a Chairperson, Vice- Chairperson, and the Secretary. B: Officers will be elected by the membership of the Committee in June of each odd year. Vacancies shall be filled by election of the membership, C: The term of the office for officers shall be two years.
6. Meetings: A: The Committee shall hold between four and six meetings each year at a location designated by the Committee. B: All meetings shall be open and public. C: The minutes of all the meetings of the Committee, together with a record of all information presented to the Committee by the Agency or by the Committee for the Agency, shall me maintained by the Agency and shall be open and public.
7. Procedures: A: A majority of the membership shall constitute a quorum of the Committee. No business shall be transacted in the absence of a quorum. B: Action may be taken by a majority vote of a quorum of the members.
