SANTA ANA HEIGHTS PROJECT ADVISORY COMMITTEE October 1, 2002 MINUTES Meeting called to order by Chairman, Roger Summers at 6:30 p.m.
PAC Members Present: Barbara Venezia, Greg Carroll, Jay Taylor, Harold Klassen, Mary Slouka, Roger Summers, Gary Hall, Richard Moriarty, Rick Dayton, Jeff Hamilton, Dave Stieve. I. Comments from Chairman: None II. Public Comments: None III. New Business A. Widening of Irvine Ave. to six lanes - Rick Dayton 1. The discussions were concerning widening Irvine Avenue as far as University Drive, stopping at Mesa Drive. 2. The cities of Newport Beach and Costa Mesa also have to agree with the County concerning the widening of Irvine issues. Costa Mesa already has stated that they don't want widening from Mesa to University. B. Land Use Report Re: 20062 Birch Street - Mark Esslinger 1. Owner of property is re-thinking the changes in the architect's designs requiring two variances. Will return to PAC at a later date. IV. Staff and Committee Reports A. Report on Equestrian Facility - Joanne Quirk, Landscape Architect 1. The property is in flood control area, so facility is temporary in design should flooding happen. 2. There will be one riding arena and two lunging arenas. 3. On the original plan the trail was going to be on the Delhi Channel. The Channel is in poor condition, so the trail will be moved to the other side with a "bio-swale" and collection in a detention basin going on the other side. This will allow water to be filtered and cleaned before it goes into the bay from the facility. 4. Manure management plan is to have owners pick up after their horses. 5. Permit process has begun 6. At next meeting the design should be finished, then it goes to the Regional Quality Board, the City of Newport Beach, then the Coastal Commission. The construction should begin next fall. B. Future Community Projects - Brent Caldwell, RBF 1. Refer to attached Hand Outs.

Motion: That the County select a Project Manager for the "A" Projects from RBF, RSG,DMR, TRP companies - Roger Summers Seconded: Mary Slouka Carried: 11 Yes/ 0 No
C. Report on JWA - Justin McCusker 1. Cal Trans will relinquish ownership of Bristol stop by end of the month so county will own it by the end of the year. 2. Once owned by County, the County's Roads Department will draw up plans to enhance the property. 3. JWA has picked Mega Data over Bridgenet to increase the area of surveillance over the airport to 80 miles. The system will allow the public to log on the system and track the JWA flights (with a 10-minute security delay). The PAC would like private business jets to be included in the tracking system, PAC believes they are the biggest offenders of the curfew, noise, and flying over the wrong areas. 4. By November 19th, as set by the Congress, all screeners will be Federal employees. Skip William is in charge of Security at JWA. 5. By December 31, 2002, all bags must be x-ray checked. JWA will be ready to meet this deadline. It will cost $29 million dollars. It is an Explosive Detection System (EDS) CTX 500. 1. The final Airport Expansion certification of the EIR is not finished yet. D. Community Center - Roger Summers 1. The Koll property is too expensive for the PAC to consider and is a dead issue. E. Report on Fire Station - Roger Summers 1. The City of Newport Beach is looking at two pices of property. (Ditto & Guity-Mehr) on Birch. The house with the "Firewood For Sale" sign. F. Report on Annexation - Roger Summers 1. The protest period is October 17th - December 2nd . All protests must be written and mailed, not faxed or e-mailed. The protests must contain certain information within it or it won't be valid. 2. There is a hearing on December 2nd at 9:00 a.m. by LAFCO in the Planning Commission room at O.C. Administration Building in Santa Ana. 3. The Westside of Santa Ana Heights has six months before it goes back to LAFCO. Area 7 contains WSA Heights and the Santa Ana Golf Course. Costa Mesa has included Area 7 in their city annexation plans. The entire Area 7 could protest to get out of Costa Mesa. The City of Newport Beach is talking to the Golf Course representatives and wants it in the City of Newport Beach. WSA Heights. is joining their efforts. G. Code Enforcement - Barbara Venezia 1. Code Enforcement dropped off their report. 2. Refer to enclosed Hand Out. H. Mesa/Birch Name Change - Micki Harris 1. City is hesitating on name change. 2. It is tabled for further study. I. Budget Committee Report - Peter Macdonald & Paul Lanning (not present) 1. County can't refinance the Bond. 2. Two of the "B" Projects are turned over to Jay Taylor. He would like to move ahead on these. 3. Jay Taylor would like to do a feasibility study on the Old Kline Drive Project, a cost estimate and map out what the street would look like when completed. Jay would like a consultant to be approved by Paul Lanning's office to start the project. 4. The second "B" Project is to underground utilities in the Pegasus Tract.
Motion: To survey feasibility to underground utilities in Pegasus Tract- Jay Taylor Seconded: Gary Hall Carried: 11 Yes/ 0 No.
V. Old Business A. Santa Ana Avenue Crosswalk/Light at Bus Stop - Jay Taylor 1. Jay Taylor determined it is a dangerous situation because of the bus stop and the busy street. 2. Jay will talk to the County's traffic person, Nacho, and report back to PAC. B. Carla Brockman's Trail Access - Mark Esslinger 1. Carla's attorney wanted to know the minimum amount of road required for access. There is between 16-20 feet. After receiving this information, Carla's group has never returned with plans for the road or any other feedback. County will attempt to contact them before next PAC meeting.
