Minutes Santa Ana Project Advisory Committee Meeting October 2, 2001
Meeting called to order by Chairman, Roger C. Summers, at 6:32 p.m.
I. Motion by Richard Moriarty to approve Minutes as written. Seconded by Barbara Venezia. Motion approved. II. Present: Roger Summers, Richard Moriarty, Peter Mcdonald, Gary Hall, Mary Slouka, Jeff Hamilton, Barbara Venezia, Davis Steive, Gregory Carroll, Robert Banghart, Richard Dayton. Absent: John McGregor III. Introduction of Guests: Cindy Cezna - Code Enforcement; Allen Metz - Code Enforcement; Mark Esslinger - on vacation; Paul Lanning - out of town. IV. Comments from Roger Summers A. Santa Ana Heights is officially in the 2nd District. Our Representative is Supervisor James Silva. B. George Britton, Manager of Current Planning, is still over Mark Esslinger and and Micki Harris. C. Peter McDonald wants to know why there is such a problem getting the $10 Million back in the Redevelopment Fund from the Airport Soundproofing Program. V. Public Comments - A. Derek Leason 1. Bristol Street from Birch to Spruce needs to be cleaned up. It's not up to Specific Plan specifications. Needs trees, legal signage, etc. There is a used car business operating there. 2. Wants to know where the interest is on the Redevelopment money. Redevelopment projects need more of these projects done. B. Robert Hanley - passed out information on annexation of West Santa Ana Heights. (1) map of county land surrounding airport (2) written material. Robert thinks General Aviation is flying too low over his house. VI. Staff Reports - A. Barbara Venezia - Undergrounding Utilities 1. Will use 1998 numbers plus 20%. 2. Need to determine how people will pay for connection from street to homes. 3. 60% of homes are undergrounded, 40% are not, small % of those may need a lien option on their property. 4. If the option of payments are okayed, we will move to next step for a feasibility study. 5. Payment Options - (1) Added to propertytaxes 30 years; (2) Sale or remodel of property (3) Pay up front B. Jeff Hamilton - Report on Upper Newport Bay Equestrian Access 1. Gate is open, but all structures are still in place to close the gate. Richard Moriarty says the loose rock is a true hazard. C. Micky Harris - Name Change Mesa/Birch Street 1. It is in the process. It will be an exception to existing requirements. D. Barbara Venezia - Stop Sign 1. October 16th Board of Supervisors will vote on the Mesa and Cypress St. We will ask for an exception. If yes, it will be in place at the end of October. E. Ann McCarly John Wayne Airport 1. Opened two days after attack on September 11, 2001. 2. More police, canine units at JWA 3. Doesn't know if National Guard is coming or not. 4. Working at 85%, Carriers at 60%. 5. Wall at Bristol has three designs, but is not a priority at this time. 6. Bob Lang - Only instrument rated pilots fly anywhere, can't fly over L.A. or any large arenas or any class B areas. F. Allen Metz - Code Enforcement 1. Cindy Cezna - working in Santa Ana Heights exclusively for the time being. 2. Dr. Nguyen's driveway is public works area. County says Right of Way is okay. Jeff Dickman says it is not okay. County sent certified letter. We don't know the response. 3. Bob Lang - He is the tenant on the property on Bristol next to Sgt. Pepperoni's. He makes signs for Brandt Commercial Signs. Uses property for storage of his signs. Only 10 vehicle trips per day. No trash, stuctures or toxic fumes. He wants a non-conforming use permit. He has an air compressor and a 10-ft. trailer on site. Motion - Richard Moriarty - Bob Lang leased property use temporarily tied to Fire Station. Failed for lack of Second. Motion - Jeff Hamilton - Approve temporary use.; Seconded by Gary Hall. If BP District Temp. Use Standards and Conditions are used. 10-1-0 - Passed. 4. Richard Moriarty - Weeds on vacant property needs to be cleaned up. VII. Annexation - Roger Summers A. Newport Coast moving forward - Public Hearing - Mid October - 30-day period. B. LAFCO will have this application in mid November. Annexation by mid 2002 if no problems. C. Costa Mesa needs to submit application for Bay Knolls and W. Santa Ana Heights by end of 2001 or Newport Beach will move ahead to annex to E. Santa Ana Heights in Dec. or Jan with annex by July 2002 completed. D. West Santa Ana Heights has been notified by Costa Mesa of their intent to annex them. West Santa Ana Heights has petitioned - 90%+ of those petitioned want to be in Newport Beach. VIII. Proposal of Projects - A. Memo passed out B. Committee to rate projects and give back to Roger by October 16, 2001.
IX. New Projects - A. Robert Coffee - Birch Street Plaza Office Project 1. Old Saywitz Project 2. Here for some project modifications a. Move entrance forward on building b. Panels on windows may not be slanted. Make a second opaque panel instead. 3. Project has some legal issues before it can be changed from Saywitz to Townsend to Back Bay Pacific Investors because of recent repurchases. 4. Project would remain the same in all other areas. Motion: Roger Summers proposes a vehicle to have developers fund Santa Ana Heights Projects. Seconded: Barbara Venezia Carried: 11-0-0
Motion: Roger Summers not to approve project changes until officially received by PAC and would like to sit down with owner and discuss the project. Seconded: Jeff Hamilton Carried 11-0-0 X. Mesa Drive Equestrian Trail - Barbara Venezia A. Met with Jeff Dickman and Richard Moriarty and walked Mesa Drive to discuss putting up an Equestrian trail and found it would be very doable. B. Needs to find out about cost. XI. Train Maintenance and Horse Permit Study Group - Roger Summers A. Recommends a fact finding committee to maintain trail and Horse Study Group for Permits. B. Check out Health and Safety Codes C. Richard Carr - Chairman; Richard Moriarty; Jeff Hamilton; Barbara Venezia; Gary Hall; Mary Slouka.
