Dear Naturalists, As most of you know, the Back Bay Equestrians and the City of Newport Beach have started the permitting process to build an equestrian arena next to the Delhi Channel off Mesa Drive. The City of Newport Beach will build the facility, and the Back Bay Equestrians will maintain the facility. Historical and current information about the project can be found at: http://www.sahpac.com/sys-tmpl/ridingarenaproject/. The NBNF Board, with the help of a few Naturalists from the NBNF membership-at-large, is in the process of obtaining additional information about the project and has not yet taken a position with regard to the project. While we have not taken a position regarding the matter, we have met with the City of Newport Beach and Back Bay Equestrians about this matter. More information can be found at http://groups.yahoo.com/group/UpperNewportBayFriends/. That said, we are aware that some members would like to have more information about the project. As such, the following information about the permitting process is provided for your reference: California Coastal Application for permit The Back Bay Equestrians and the City of Newport Beach have filed an application for a permit with the California Coastal Commission. The Coastal Commission will review the application to ensure that the project complies with all applicable provisions of the Ca! lifornia Coastal Act. ( http://www.coastal.ca.gov/ccatc.html) The application will be reviewed by an analyst, a recommendation made and then scheduled for a hearing before the Coastal Commission. The application has been assigned File # 5-05-476, and has not yet been scheduled for hearing.
If you would like to review a copy of the application, a copy is available at the Interpretive Center. Should you wish to comment on the application prior to the hearing, your comments should address the specific provisions of the California Coastal Act they are related to, and should be directed to: Meg Caldwell, Chairperson California Coastal Commission 200 Ocean Gate, Suite 1000 Long Beach, CA 90802 Hearings on applications are open for public comment. You can find more information regarding hearings, including agendas for upcoming hearings at http://www.coastal.ca.gov/mtgcurr.html. Conditional use permit, City of Newport Beach Planning Commission Plans will be submitted to the City of Newport Beach's Planning Commission for consideration of a conditional use permit. The Planning Commission will then perform CEQA analysis of the new project and prepare an updated or new environmental document. The Commission will determine what level of California Environmental Quality Act (CEQA) review is required - Environmental Impact Report, a Mitigated Negative Declaration, or Negative Declaration. Public comment included as part of any of the processes. The equestrian arena is a work in progress. If this proposal moves forward, we want the best for the bay - but also we must recognize the needs and desires of our neighbors and community.
