Staff and Committee Reports 5. Mario Mainero/ George Britton: Overview of the County run projects- Kline Dr., Bristol St. Sidewalks Post Office Change of address update & Brockman/Moriarty road issue (10mins) IRVINE AVENUE FROM MESA DRIVE TO BRISTOL STREET. and the side walk. The project was awarded on October 2, 2007 to Griffith Company as the low bidder at $6,457,959.35. Two (2) major utility relocations are required for construction of the roadway improvements. Costa Mesa Sanitation District relocated its sewer lift station located on Irvine Avenue, which had to be completed before roadway improvements could begin on the south segment of Irvine Avenue. This work was completed in May 2008. The other utility relocation is an electrical power transmission line located on the north side of Mesa Drive and an electrical distribution line on the south side of Mesa Drive. Both lines are west of Irvine Avenue. This relocation work will be performed in conjunction with the roadway improvements on Mesa Drive. Project completion is anticipated in to be in February 2009.
KLINE DRIVE PROJECT UPDATE… As Reported by Keri Bullock
As indicated in our February newsletter, there is total support for the road project, which is necessary given the nature of the existing easement. The County has retained the firm of Stantec Consulting, Inc. of Irvine to proceed with preparation of a Project Report. The Project Report is a combination engineering and planning documents intended to analyze a number of key Project issues including drainage, road geometry, and impacts to existing improvements, schedule, and cost.
In addition, the planning process includes discussions with the Edison Company to determine where the existing utility poles will be relocated and what additional right of way (if any) is required, in order to make room for the proposed improvements to Kline Drive. Once the Project Report is complete and approved by the County and the City of Newport Beach, it is expected that Stantec will be authorized to complete final design engineering and prepare construction plans. The goal is to start construction in the spring or summer of 2009. This schedule is ambitious and is highly dependent on continued property owner cooperation and the dedication of necessary right of way. In addition to City and County approval, it will also require approvals by regulatory agencies and all affected utility companies. Over the next few months, it is expected that county staff and others will be in the area in order to complete the surveys and soils investigations necessary to complete the Project Report and final design. RSG is in the process of meeting with the property owners to discuss the next steps.
There was not full support for undergrounding the utilities, so that part of the project will not be pursued. Rather, the plans will address the existing utility poles and their possible relocation. County staff, at the request of Mario Mainero of Supervisor Moorlach's office, is looking into potential tools that could allow the private costs to be paid by the property owners when their property is sold, or at some other, more convenient time. If a decision is made to offer such assistance, then undergrounding of utilities will be re-examined with the Kline Drive property owners.
Post office change of address West Santa Ana Hts. Postal address will likely take place in July of 2009 as per government time frame.
County Notes Mario reported on Sherriff search: Started out with 48 people who applied for the position that was narrowed down to 17 folks who were interviewed by a search firm the county hired. After interviews the field was narrowed to 8 candidates. The Board of Supervisors decided to include one more candidate who ran against Sherriff Corona bringing the number to 9. There were then open hearings of the candidates. Two candidates are now in the running. Santa Ana Chief of Police Paul Walters and retired division chief of LA County Sheriffs Dept Sandra Hutchins she lives in Dana Pt. They are now in the process of background checks as required by the state. Most likely a vote will come in a week. Who ever is selected as Sherriff would be up for election in two years.
County budget is now coming up and approval of budget takes place on June 24th. That includes airport budget, OC parks, etc. the difference this year is that the county executive office has told the depts. that they will need to look at budgets with zero growth due to drop in property tax revenue. Supervisor Moorlachs office budget is under budget by 4%.
Brockman / Moriarty Road issue Mark Denny OC Parks was in attendance as per Mario Mainero. Mario asked Mark’s office, OC parks, not to have Richard Moriarty take the pavers out that he has already placed on the road. The property will impact safety of the road and flood control. The county has now come up with conditions for an encroachment permit for Richard Moriarty. It is up to Richard and his attorneys to now get back to the county on this. Flood control will want to have access when they improve the Delhi channel. OC parks have an access license for the trail currently with Carla Brockman. They are looking for a 5 party solution. Richard Moriarty has submitted his plans and the next step is for the city and the county and the Fire Dept. to meet and review the plans making sure everyone is on the same page.
6/ Dave Kiff / reports updates on Mesa Birch Park and undergrounding. (5 min) Update on Mesa Birch Park
You might have noticed that the park construction seemed to come to a halt the past two months. There was a walkway issue that the city needed to resolve with the contractor and they also resolved a water meter/backflow preventer issue with IRWD. The contractor has now started the 6 week weed abatement program and upon completion, landscaping and bollard lights will be installed. New lettering has been ordered for the signage as well. They estimate another two months before the park is completed.

1. Landscaping and weed abatement- Now that it’s hot and dry lawns are plantings are drying and dying. If your landscaping is crispy you may expect a note from me. Warnings will begin with a Notice of Violation with a deadline of a few weeks.
Tips to Remember: • Water in the mornings or evenings to reduce evaporation; • Check out new satellite based irrigation at weathertrak.com. The computer box is replaced and your landscaping will be watered according to outside temperature, shade, and soil moisture; and
• Be Waterwise and watch your water bills dry up.
2. Commercial uses are not allowed in any residential district. If you are certain of a commercial use please send a complaint in writing, and be sure to include your name and contact info.

8/ Newport Beach Police Chief John Klein talks about community policing Q & A (10-20 min)
Chief Klein has been with the Dept for 29 years and strongly believes in community policing. This last year his big push has been to get police out into the community to put faces with dept. lots of community outreach. The goal being so that when folks have a long term problem they have someone to contact. In looking at long term problems the dept works with other services and departments in the city and sometimes to county to problem solve. You can go on the police website and look at your area and check on the call logs and also find out what officers are taking care of your area. Citizens’ police academy is also still going on. Close to 600 people have gone through the programs 6 week course. The information in on the NBPD site if you are interested.
9/ Alan Murphy JWA talks about slope issue as well as addressing noise complaints, the close of the sound attenuation program and other airport related topics. Q&A (20 min)
Acoustical installation program was started in 1985. The RDA was originally set up to fund this program. Since the program started- 481 residents have had acoustical installations, 81residents declined. New home construction now requires sound installation. There is one home left to complete in this program. The Federal government participated in the program with federal grant funds, thus 10.1 million dollars came back to the RDA as a result of that participation. The program is now terminated.
Bristol St. Slope: that easement has now been transferred to the airport/county from Caltrans. There have been several designs in the works and it is a steep slope so there will be a small retaining wall and then landscape. The airport has now begun work again with a design firm and they’ll be working on this over the summer months and should have a report for PAC in August or Oct. Rick Dayton Chairman of our Development committee and his committee will be in touch with Alan regarding the developing plans
Run Ups: the isolation area is at the far south west corner of the airport and it is there to deal with security issues but some aircraft use it as a run up area. Most of the run ups are business jets not commercial aircraft. They can’t build a wall there because Federal regulations prohibit that due to safety issues. No structures can be built in that area. They do limit the run ups to time of day but sound wall is not an option.
10/ Trails/ Arena Subcommittee - Jayne J., Mary S., and Dave K. (10 min) Keeton reported to Jayne:
We are reviewing the plan very carefully to make sure that before proceeding with the process we have addressed all of the issues related to the project.
To date, we have received the revised RMP that reflects staff/consultant comments. At the present time, the City is reviewing the nature and extent of the improvements as well as the water quality
improvements that are proposed to determine the nature and extent of maintenance requirements, including costs associated with the project that must be borne by the City. The project consultant team will be meeting in the next week to review the RMP requirements to submit to the City Manager's office for final review before proceeding with the environmental review process. Before meeting with you, we believe it would be more productive to have these issues resolved and/or addressed. I will let you know as soon as we are able to complete that follow- up work, which should be within the next two weeks.
