PAC Minutes and Reports June 5 2007 Minutes John and Donna Crean Library 6:30 PM -8:00 PM

1. Approval of minutes from April 2007 PAC Meeting & voting on PAC Vice Chair Richard Moriarty motions to approve minutes Gary Hall 2nds the motion and the minutes are approved.
Nominations for Vice Chair: Tim Stoaks and Gary Hall Mary Slouka counted votes; Tim Stoaks is the new PAC Vice Chair.
2. Welcome by BV and introduction of Guests: Mario Mainero, Mike Henn, George Britton, Tony Brine, and Eddie Vidales (Arco Station)
There are two more PAC meetings for this year. August 7th and October 2nd. There will be no PAC meeting in Dec. We are hoping to have our next August meeting at the new Santa Ana Hts. Fire Station which is supposed to open on or before 7/18/7.
The training tower won't be completed until sometime in September. I have been in touch with the Fire Chief and Dave Kiff and have asked that PAC be included in the plans for the opening ceremonies. Of course all info will be posted on our website and we will send out an email blast to everyone on our PAC list when the details become available.
Mesa Birch Park: The City staff met last week to prepare the construction documents for bid. Because many of the plants in the park design are native, the best time to plant these will be November. As such, the project should be put to bid next month, with a 30-day timeline for responses. Then the project goes to Council for bid award (Aug) and the contractor has about 2-4 weeks to get necessary insurance documents in hand. So we're hoping to be planting this fall. Construction time is about 3-4 months. The City and County have settled on the park ownership issue, with the County retaining ownership and the City building and maintaining the park. The park will be built with RDA funds and maintained with City general funds. *******************

4. Mario Mainero Reports on Projects and Global Solution Plan/ Annexation (10 mins) Based on the plan that was published in the newsletter and on the website, Mario explained the Supervisor’s concept and how he created this plan. They have met with cities and the PAC as well as LAFCO. Mario went on to say that there needed to be a give and take from all interested parties in order to make this work. The Board of Supervisors (BOS) approved sending out to bid the Orchard Park construction. The bid opening would be set for June 27, so the contract award should be on a mid-July calendar. This will be the first of the projects that come to fruition.
On June 19th the BOS will take care of the next RDA project, the Fire Station and will approve an amendment to the agreement with Newport Beach that will fund an additional 5.5 million dollars of RDA funds to the fire station. There might be more dollars going to this project in the future as they spend down the bond money.
Update on Kline Dr. by George Britton: George Britton who use to be with the County RDMD is now working with consulting firm RSG and will be managing the County portion of projects for the RDA. He has started the outreach to the community and getting agreements from the land owners. They hope to have these agreements completed by the end of June. Oct. 2008 they hope to get the project delivered. George has a long history with the RDA and PAC and we are happy to see him back on board.

Dave Kiff reported that the Undergrounding on Cypress and Mesa is entering the phase of the utilities design. That continues on track and moving towards the phase when construction drawings can begin.
Mario reported that the Supervisor prefers that the golf course should get the lease renewed and no airport parking will go there. No opposition has yet been voiced on this at the BOS level. Mario asked the public to come forward with suggestions on where the new airport parking should be located. Community input would be greatly appreciated by the Supervisor's office *******************************
5. Traffic Study Report – Tony Brine (10 mins) The two streets that qualify for any plan would be:
* Orchid Street - between Orchard Drive and Zenith Avenue * Mesa Drive - between Cypress Street and Upper Bay Drive
The pros of a traffic choker are they slow traffic, they provide better Pedestrian visibility, they can discourage truck entry. The cons are that they could provide a potential obstacle for a motorist to run into may impede bicycles, may result in loss of curbside parking.
Another option to constructing speed bumps. The cons are low profile vehicles such as sports cars have a hard time going over the bumps. Where ever the speed bumps are would discourage traffic on that street, but could increase traffic on other streets.

Ted Bosley reported that he met with the various businesses on Bristol St. that neighbors were complaining about regarding the cut through traffic they were creating in the neighborhood. At first they put signs up in their businesses and now he sees the signs are down. He is dealing with the corporate maze of contacts to make the sign issue consistent. He will continue his efforts with the businesses there.
BV makes a motion that PAC give direction to Tony Brine to take this take this to the next level at the City for traffic calming for Orchid and Mesa Dr. Richard 2nds the motion. Motion passes / 2 abstain 8 vote yes. ********************************
6. Development Committee - Rick D & Ted Bosley. (10 mins) Orchard St. Park Plans Review: Rick has reviewed the County’s plans and has asked Ted Bosley to be the point person on this now that Davis has retired from PAC. Davis Steive brought this project forward and has seen the plans and made comments. We will keep him in the loop on this. RE: CNB UP2007-009 Remodel/Addition to ARCO Station at 2100 S. Bristol Street
Dear Mr. Nichols:
The PAC Development Subcommittee has reviewed the submittal package proposing a 173 SF addition to the rear of the existing building for a new storage area, exterior improvements, and the conversion of two (2) existing auto service bays to a retail convenience store that would have the sale of beer and wine.
PAC has the following concerns with this application: 1. Regarding the 173 SF addition, PAC has no direct concerns with the addition except as it might facilitate a use with which PAC does have some concerns that are addressed in item 4.
2. Regarding the convenience store use and the sale of beer and wine, PAC has no direct concerns except as this additional use will impact on-site traffic, vehicular circulation, and parking.
3. Regarding the proposed exterior improvements, PAC has only one concern that the color for the metal roofing, “Ivy Green”, is a bright green. PAC feels that a reddish brown color, such as the “Rustic Red” or the “Koko Brown” would be more appropriate for the Spanish theme indicated in the submitted Exterior Elevations.
4. There are existing traffic problems at this property caused by long lines waiting for gas. At times this queue of cars extends out onto Birch Street. When this occurs it is a traffic hazard. PAC is very much concerned that the addition of a convenience store use to this property will exacerbate this existing traffic problem.
5. The additional parking indicated on the Site Plan does not work for several reasons: a. the (7) tandem spaces are indicated as only 18 feet long. This does not allow adequate room for back-up and maneuvering. These spaces should be approximately 26 feet long, or as determined by Traffic. b. Tandem spaces, such as those that are indicated on the Site Plan, would not provide effective parking for a convenience store use. The parking should be either 90 degree or angled parking located in front of the convenience store. The tandem parking is indicated to the side and rear of the store. Patrons would find it difficult and inconvenient to use this proposed parking. Also, this proposed parking would create a loop circulation behind the building that would need to exit on Birch Street at the location where there is already a traffic stacking problem. c. The (4) 90-degree spaces indicated near Birch Street will also exacerbate the existing traffic stacking problem as cars parked in these spaces attempt to back up and maneuver out of these spaces to a street exit.
6. The Site Plan indicates (2) drive approaches on Bristol Street, and (2) drive approaches on Birch Street. This number of approaches seems excessive and the (2) approaches closest to the intersection do not appear to meet standard City distance-from-corner criteria.
In summary, PAC is not opposed to this proposed use per se, to the sale of beer and wine, to the proposed addition, or to the proposed exterior improvements. However, this proposed additional use will create additional traffic stacking, circulation, and parking problems on this small site. Unless these problems can be adequately addressed to the satisfaction of the City Traffic and Public Works Departments, PAC does not recommend approval of this additional use. 7. Code Enforcement – City Staff (5 mins) June 5, 2007
Santa Ana Heights Project Area Committee C/o Barbara Venezia
Subject: Santa Ana Heights Code Enforcement Activity Update June 5, 2007
1. Public Nuisance Abatement—the majority of my time has been spent on a Public Nuisance Abatement on Mesa Drive. I’ve been in touch with the property owner and contractors. Hopefully this will lead to an improvement on the property otherwise the City will pursue abatement which could possibly result in demolition of the buildings. The appropriate parties have been informed of the requirements of progress including options such as demolition and maintenance of property, significant repair and maintenance, and the sale of property. I am unbiased as to the choice rather my goal is to work to bring this property into compliance to the NBMC.
2. Orchid Street— I am working in conjunction with outside counsel to resolve the Orchid Street dwelling issues. Should you have any questions or comments regarding this matter please contact the City Attorney’s Office.
3. Other cases mostly pertain to off-street parking requirements. All garages must be clear and accessible for parking of at least one vehicle.
4. All complaints must be submitted to me in writing either email or regular mail.

8. Trails/ Arena Subcommittee - Jayne J., Mary S., and Dave K. (5 mins) Per George Berger at the City of Newport Beach the arena project's draft environmental document (the initial Study/Mitigated Negative Declaration) that was prepared in accordance with the California Environmental Quality Act (CEQA) should be ready to go out on June 11, 2007. The city has received and incorporated a number of comments from the County's flood Control District. The Flood Control District has done an excellent job of coordinating opinions and comments from a number of agencies within the county system. We all appreciate their ongoing efforts to support the project.
This project should go to the coastal commission late summer early fall.
Richard Moriarty is concerned about the Costa Mesa trail near his home and Dave Kiff says that CM can’t build the trail unless they talk to the City of NB. Jayne will take the lead on this and will talk with both cities and report back on this in August. ********************************** 9. Airport Sub Committee Report- Tim Stoaks, (5 min) The next JWA Noise Abatement Committee meeting will be held on June 13th at the Eddie Martin Airport Administration offices *********************
