SANTA ANA PROJECT ADVISORY COMMITTEE Santa Ana Heights Project Advisory Committee MINUTES June 1 2004
In Attendance: Roger Summers, Mary Slouka, Richard Moriarty, Barbara Venezia, Greg Carroll, Peter Macdonald, Harold Klassen, Gary Hall Excused: Dave Stieve and Rick Dayton. Mark Esslinger on vacation. Unexcused: Jay Taylor
Approval of minutes: Richard M. motions to approve, Greg C. Seconds / Minutes approved.
Chairman Remarks: Roger Summers Jason Vasquez is leaving his position at John Wayne and going to work for a PR agency in LA. He will be leaving at the end of next week. At the last PAC meeting there was a discussion and motion to reduce the number of PAC members from 12 to 11. The Supervisor agreed and has approved the new number. PAC can have up to 12 members. Jeff Hamilton has resigned from PAC.
Public Comments: Non Agenda Items limited to 3 minutes each May Ranck: Complaining about the utility poles on West Mesa Drive. She says that those utility poles need to be undergrounded for safety. There are 19 poles. Mesa Drive should also have more streetlights.
Rita Lorman: Recovery house on Indus needs trashcans to be closed and covered. The recovery homes trash is not covered and they have bags on the ground. She believes that people are turning around at her house with cars that are going to the recovery home just to annoy her. She has lots of bird poop from light pole in front of her home.
Staff and Committee Reports
Report from JWA: Jason Vasquez: Justin McCusker will be the replacement for Jason at this time. His number 949 252 5182 email address is jmccusker@ocair.com. The airport has new security lanes that will open by end of June. This will give them 4 additional lanes on each side.This will double the capacity and will alleviate wait time 50 to 60% improvement. The new fire station is starting to get underway.
Street Sweeping Report: Dave Kiff Roger sent a letter from the last PAC meeting to the traffic Dept. asking for two days of street sweeping with alternate side of the street parking. Dave Kiff has talked with Cass and Code Enforcement and they think this is a good solution for the area. The general service dept does not agree because they have not gotten any complaints. West Side Annexation: Dave Kiff Dave reported that at the 2nd meeting in June of the Newport Beach City Council, they will discuss the areas to be annexed. They are discussing three main areas with the City of Costa Mesa. Costa Mesa has voiced a strong objection to the Country Club and the area south of Mesa Drive/ Irvine Ave. They want to retain those areas. They are willing to give up the West Side of Santa Ana Hts area so that Newport can work towards a LAFCO application to annex that area. No time frame is mentioned at this time. It is moving forward.
New Projects Update
BV reported on updates from the last New Projects Meeting May 10th with Supervisor Silva, Homer Bludau, Dave Kiff, Paul Lanning and Greg Carroll.
Undergrounding Dave Kiff reported that the City has hired a project management firm, John Friedrich and Associates. Our contact is Steve Badum, the Public Works Director for the City of Newport Beach. Dave will suggest that the management firm send a representative to the next meeting July 19th with Supervisor Silva.
Bristol Street Sidewalk & Bristol Slope issues BV: Paul Lanning reported that the agreement has now come back from Cal Trans and was presented to the BOS and was approved, the transfer of property should take place in the next couple of months. Once the County owns the property, we can address the slope and other issues.
Water systems on Riverside Drive Project BV: Paul reported that in his talks, IRWD agreed to take the $250,000.00 that RA allocated for the project and would pay whatever additional costs out of their funds. He also said that IRWD had determined the project is necessary especially for the fire flow. Paul will contact IRWD and fund the money and move forward . Also Paul reported that the plans have come in for the Riverside Dr. Drainage project and were presented to the BOS and were approved. Now they go out to bid...
Community Center At the meeting May 10th, Homer Bludau reported that the next meeting with the Supervisor and the YMCA and the City is June 14th. Homer says they are working on the operating agreement and trying to work the other points out and not focusing on the length of the agreement as of yet. Both Dave and Homer felt the last meeting was productive. Homer feels the property should be purchased by end of summer. They did get the results back from the school survey and now they are waiting for the results to be tabulated and put in the form of a report. The YMCA has presented their survey to the City and discussed the results with them.
Fire Station: Dave Kiff reported this evening that the City has made a full price offer for the property about a week ago. The City would pay the difference. The Council has approved that. $44.50 per square foot is the price. The City has a state grant to build a training facility at the fire station.
Park improvements on Orchard BV: Paul Lanning reported that he has spoken to the owner of the property and according to the original agreement; they are responsible for the park equipment and maintenance. They have 90 days to come back to Paul with some sort of plan of action. They have not responded, but their 90 days is not up yet. I suggested that he get together with Davis and some moms in the area. Paul reported that when the County toured the park, they did not think the equipment was bad at all. The Supervisor suggested that Paul contact and meet some of the residents in the area.
The Green Belt "View Park" by Mesa Dr. & Birch St. BV: This property has and continues to be discussed. The Supervisor was not aware that the community DOES NOT want this to be turned into a parking lot. The property is where the monument sign is entering our community. The adjacent property is set to be an office building and has changed hands three different times. Each time the County has included this small parcel as an additional parking lot, and each time the community has opposed it. We need the Supervisor to step in on our behalf. County staff has repeatedly ignored the community on this and another sale is pending once again. Dave and Homer said that if we took over the small parcel on the corner for a view park, the City would maintain it. After the May 10th meeting, Roger wrote a letter to the Supervisor asking for his help on this issue.
Roger asked Dave Kiff what the City could do to help us get the property back. Richard reported that the parcel is still owned by the County and is not in the development rights of the parcel next to it to become a parking lot. Dave Kiff suggests that the PAC suggest to the County and the City to change the zoning to open space or park. Dave suggests contacting Mark Esslinger to ask who to contact in planning to put in an application to change zoning. Richard makes a motion to write a letter to re zone park area. Greg 2nds. Motion passed.
Code Enforcement on the West Side BV: This issue was supposed to go back before the BOS at the end of April. It did not. There were labor and union issues that needed to be squared away. The issue will now go before the BOS May 25th. Once that has happened, Supervisor Silva will also entertain a plan to contract out some of the Code Enforcement work to cities who have shown interest in this, like Newport Beach and Anaheim.
East Side Code Enforcement Report: BV and Greg did tour the area once again with Cass, our Code Enforcement Officer, and the City is doing a great job cleaning up the area. There is a big improvement in property as a whole. Cass in on top of things. He did say that the City was working on cleaning up the area on Mesa Dr. where the guard rail is and cutting back the over growth of weeds in the coming month.
Report on Old Kline Drive: Harold Klassen Harold had nothing to report here. BV did report from her meeting on May 10th that the Supervisor has directed Paul Lanning to get together with Mr. Alonso and get a meetign on the street planned with the neighbors so that they could review the plan options the County is discussing. So far no one has heard anything about that meeting as of today.
DG the City did dump DG about a month ago.
Weeds: Roger The City did whack the weeds in the area where the monument sign is on the East Side of Santa Ana Hts.
Pat Cox Park: Roger raised the issue of re naming the park at the end of Mesa Dr. Dave Kiff suggests that we get on the City web site, section G, and look for procedures on naming parks/ and go from there.
Horse Arena BV reported that at the May 10th meeting the issue of liablity is still being debated between the County and the City. No resolution seems to be in the near future. Jayne Jones reported that she called lots of cities with horses and they all said that liability is not an issue with any of their horse arenas. She has given the information to Newport Beach and passed out copies of her documents to the PAC. Jayne claims that liability signs in the city are enough. Dave Kiff feels that signs are not the answer….they do help, but they are not enough. He still is looking to the County to pick up the liability. The City is self-insured and it still costs the City. The City's risk management person is looking into the research and talking to other City Mgrs. in other horse areas. Dave has emailed Paul Lanning about what the County costs would be on this issue and has never received an answer. Dave suggests that Roger contact Michelle Grettenberg for answer on liability. Mary raised the question about the liability on the trails and that should be the same as the arena.
Greg Carroll reported that he attended the County Budget Proposal meeting.
