SANTA ANA HEIGHTS PROJECT ADVISORY COMMITTEE June 4, 2002 Minutes
Meeting called to order by Roger Summers at 6:30 p.m.
Members Present: Davis Stieve, Richard Moriarty, Peter Macdonald, Roger Summers, Gary Hall, Harold Klassen, Jeff Hamilton, Greg Carroll, Mary Slouka, Barbara Venezia, Jay Taylor, Rick Dayton

Motion by Barbara Venezia to approve Minutes from last two meetings. Seconded by Davis Stieve. Motion Carried.
I. Comments from Chairman A. Letter read from John McGregor to Supervisor Silva thanking him for allowing him to serve on the PAC Committee.
II. Public Comments A. Derek Leason 1. Agenda is still the same as it was two years ago. 2. Thanks to Barbara Venezia for getting the undergrounding of utilities and the Community Center items on the Board of Supervisors agenda. B. Russell Niewiarowski 1. Welcome new PAC members and volunteered his help on any PAC projects. 2. Would like to schedule a workshop to get a new Master Plan for SAH that reflects items of concern for the neighborhood. 3. Would like PAC to write to Cynthia Coad and put the El Toro Airport item on the November ballot. He thinks Irvine would benefit with an airport at the El Toro Marine Base if certain things were explained to them.
III. Committee Reports A. Dave Kiff's meeting with Steadfast Properties to include fire station in their land uses on Birch Street. B. Community Center was to be discussed today, but only 3 Supervisors were at the Board of Supervisors meeting, so it is rescheduled for June 18. 1. Dave Kiff made a presentation of a 1st Draft of operational guidelines to the City of Newport Beach. It was approved. 2. A small meeting will be held June 6th at the proposed Community Center grounds to look at the facility. Attendees will be Holly Jarvis, Barbara Venezia, Dave Stieve and Jeff Hamilton 3. Paul Lanning and Sup. Silva have both talked to Mr. Koll. 4. Bob Fluor would like to be involved in the Community Center process. He is the closest neighbor. 5. Derek Leason says County should buy the property, then deal with the other issues. 6. Russell Newiarowski comments that you need to know condition of property before you purchase so you know what you can do at the Community Center. He would like to use the Newport Beach Golf Course as a Community Center. 7. Richard Moriarty wants to wait until after the Board of Supervisors meets to deal with operational details. 8. Greg Carroll doesn't like the City's proposal and wants to meet sooner and discuss the General Plan for the Community Center. 9. Roger Summers wants to expand the June 6th meeting with Dave Kiff to include residents and other PAC members.
Motion: by Richard Moriarty to allow Equestrian use at the Community Center. Seconded: Gary Hall. 8 Yes, 3 No. Motion Carried.
10. Lisa Clemmons stated the original Specific Plan called for an Equestrian Center and land is getting more scarce in Santa Ana Height for it. 11. Carol Lucret agrees with the duplicate services at the Community Center. Says we already had swimming and tennis, but not enough horse-related activities. 12. Jane Johnson, Cypress Street, agrees with some PAC members as to Equestrian use. She owns Anaheim Equestrian Center. Newport Beach Park's program uses Anaheim for its equestrian programs. 13. Tom Guy, Cypress Street, wants to maintain the equestrian flavor of SAH. 14. Russell Newiarowski wants to use the Koll property for a lot of different uses. Doesn't see it as a horse place. C. Annexation to Newport Beach 1. July 10th - Planning, Community Hearing Room in Santa Ana - Official LAFCO meeting. Their findings will be available prior to the meeting. Annexation properties are Emerson Street, Bay Knolls and East Santa Ana Heights.
Motion: by Jay Taylor that West SAH would like County of Orange to endorse the indemnification agreement that LAFCO requires and County of Orange will pay lawyer fees if LAFCO is sued because of West SAH annexation application. This is only to the extent County of Orange has the authority to do this at the recommendation of PAC. Seconded by Davis Stieve. 6 Yes, 3 No, 3 Abstain. Motion Carried.
D. Cypress Undergrounding 1. Goes to Board of Supervisors June 18th.
E. Equestrian Arena 1. Is an equestrian person having any input? 2. There is erosion on bridge. What is being done? 3. Landscape architect is hired to draw plans. Would have riding, lunging, holding corrals. Water for dust control for day use only. Would be potable 4. Micki Harris - Mesa survey report on the right-of-way so PAC can be advised on what we can use for a trail. Report should be done in 2 weeks. 5. Richard Moriarty - report on agreement with Carla B. on the access to the equestrian trail. Flood control and others for separate access routes is coming along. Should be finalized soon. 6. Jeff Dickman - Trail System - refer to map provided by PAC to provide access to equestrian and bike people from 55 Frwy (over bridge) down Santa Ana Avenue and Mesa Drive to the Back Bay and through the Delphi Channel.
Motion: by Roger Summers to recommend to Board of Supervisors hiking, riding, biking trail from Santa Ana Avenue to Back Bay to use redevelopment funds for its construction. Seconded: Jay Taylor. Unanimous. Motion Carried.
7. Russell N. is aware there was an easement at the end of Cypress Street to the Back Bay. What happened to it?
F. Mesa/Birch Name Change - Micki will be ready by next PAC meeting.
G. John Wayne Airport - Ann McCarly 1. Artist's rendering of Station 33 is north of Tower. Will take about 1 year to contruct. 2. Canine Security will have their own facility. There will be 3 dogs with handlers and their facility is being built at this time. 3. The land slope deal is stalled because Cal Trans, who has not deeded the land to the Airport so it can be landscaped. 4. EIR - on June 25th + or - 9.8 million people, 4 additional flights per day extended to 2015. It will go to Board of Supervisors.
H. Code Enforcement - Allan Metz 1. Cypress problem house. They have filed a criminal complaint. Owner was very resistant. 2. Mesa Drive house has horses within 75' of road. 3. Property graded and has material stored on Birch Street 2 lots from Burger King. 4. Update on property on Acacia has homes demolished and cleaned up, but no fencing to prevent future dumping. 5. House on Orchard & Santa Ana - property next door is being used as a dump site. 6. House on Indus - County owns it. It needs to be cleaned up.
I. Budget Committee - Peter Macdonald 1. Report on staff costs and projects done. 2. Redevelopment has approximately $35,200,000. Ten million comes in from tax increment; Two million goes to housing projects. PAC can make recommendations on remainder. The survey of projects to be done should be used as a guide to Board of Supervisors as doable projects. 3. Roger S. and Peter M. want to see if paying the bond off would be better than paying the debt service.
Motion: by Gary Hall to approve Budget 2002-2003. Seconded: Barbara Venezia. Unanious. Motion Carried.
J. Site Development - 20377 Acacia Street - Rick Dayton 1. Steadfast - 2 story office. Consistent with Plan.
Motion: by Rick Dayton to accept project with street improvements to center line. Seconded: Richard Moriarty. Motion Carried.
IV. Old Business A. Santa Ana Avenue Crosswalk/Light 1. Can you put lights on the crosswalks? Seems a bad idea for that location. 2. Maybe put up a traffic light on Santa Ana Avenue. That would only work if a car is on Orchard Drive or someone pushes a button to cross Santa Ana Avenue. 3. Tabled.
V. New Business A. Mesa/Birch - County owned corner lot. Update on sale and development?? B. Gary Hall - Irvine Company has been making Santa Ana Heights pay double the water rates than anywhere in Irvine. Agreed to hold rates for two years. Why can't they lower it? It's been two years.
