RE: Irvine Avenue Widening Improvements from southerly of Mesa Drive to Bristol Street
Dear Mr. Soto:
Thank you for sending a copy of the Draft Design Project Plan and the Draft Negative Declaration to the PAC Development Committee for our review, and thank you again for keeping PAC and the community informed about the progress of this project. After reviewing the submittals, the Development Committee has the following input for you:
1. We noticed that the sidewalk improvements on the south side of Bristol Street that PAC requested at your presentation at the 2/3/04 PAC meeting have been included in the scope of work outlined in the Negative Declaration. This was very encouraging to us, and the committee would again like to request that if at all possible this work be added to the project scope. There is consensus at the committee level for support for a combination of Measure M and RDA funds to finance the project. This will need a PAC vote for PAC approval when cost of the improvements can be presented.
2. The committee would again like to emphasize PAC’ s desire to see landscaping at the two (2) proposed raised median areas and the stockpile area. It is very encouraging that the City of Newport Beach has agreed to design the landscape improvements as well as to provide the ongoing maintenance. This will also require a PAC vote for PAC approval to use RDA funds for these improvements when the cost of the improvements can be presented.
3. It is the committee’s understanding that street parking along the west side of Irvine Avenue between the apartment building and the office complex will be preserved, except for the area needed for a right turn lane to Mesa Drive. The committee encourages you to preserve as much of this street parking as possible.
4. We would like to request that the aerial utility lines that currently cross Irvine Avenue at Mesa Drive be undergrounded to the west side of Irvine Avenue as a part of this project. It is our understanding that there is an undergrounding district for Mesa Drive west of Irvine Avenue. If it is contemplated that these overhead lines will be placed underground in the future, it would make sense to underground to the west side of Irvine Avenue at the time of this project, rather than having to tear up the street again at a later date. The utility lines to the east on Mesa Drive were previously undergrounded as a part of the Mesa-Birch project except for the pole near the Mesa/Irvine intersection.
