MESA DRIVE TRAIL EXTENSION
In 2002 PAC looked into completing the extension of the Mesa Dr. trail since undergrounding was going to move forward.

The Specific Plan calls for this trail to be completed and always has. It was Supervisor Wilson who first coupled this project with the undergrounding.

At the Aug. 2005 PAC meeting this issue was revisted and the PAC agreed to stand behind this project as is.

As this project moves forward we will continue to bring plans to the PAC meetings and get input from the neighbors. Our goal is to have a great looking trail, with no loss of parking on Mesa Dr., and one we can all be part of and proud of.

Update 7/28/08
The “Adopt a Trail” equipment has been taken from the Mesa trail. As you know this issue was discussed at the last PAC meeting. We have not replaced the missing equipment but interestingly enough the trails are being kept exceptionally clean by Back Bay Equestrian members and neighbors. I would like to thank everyone for their efforts toward the program and I commend them for their commitment to keeping our neighborhood clean.



Update 7/23/07
The Mesa Trail is still scheduled to go in along with the under grounding project. Equestrians have expressed concern regarding traffic on Mesa and would like to see trail signs on Mesa Drive to help slow down the speed in which cars are traveling. Sub committee member Tim Stokes points out that the fencing being used at the new fire station is similar to the railing the PAC Trial Sub-Committee is considering using on the neighborhood trails once under grounding is complete.

Safety on Mesa Dr. for those riding horses is still a big concern. Last week a 10 year old rider’s horse was spooked by a fast moving car on the stretch with no trail and she was thrown from her horse. Fortunately she sustained no major injuries. Handicap children, (who are part of a new riding program in our area), are doubly at risk with the speeding cars along Mesa Dr. Please be aware and slow down as you drive along Mesa Dr. and Cypress St.


Multi use trails are what we have in our area. They are not just for riding horses. Trails can be attractive and relaxing. Our Equestrian Sub Committee of Jayne Jones, Mary Slouka, Holly Jarvis, and Tim Stoaks, recently took a ride along with Jeff Dickman from the County Trail Dept. to get ideas as to what our trail system could grow into.

Jayne Reports, “Most of the trails we looked at in Irvine are 20 feet or more wide, have room for foliage of all shapes and sizes, and have room to separate bikers from horses and people on foot. Our neighborhood trails need to accommodate all on one path so it seems a better use of space to make the railing itself more visually appealing. "

The posts would be similar to what you see in the picture but without that particular emblem. The material would be made to resemble the material used on the posts of our existing monument sign in the passive park and could even be used as railing in the passive park and by the fire station."

"On Mesa Dr. we would like to consider planting a few trees along side the trail railing and create a "meandering path" ~~~~. The path itself will be made of decomposed granite as seen in the first pictures I sent to you. We addressed the issue of run off on our existing trails and Jeff will make sure the proper binding materials are used in areas that have slopes so we won't loose DG or create ruts after a heavy rain."

Dave Kiff from the City of Newport Beach, did give us an the estimate of $100,000.00 to $150,000.00f to build out the Mesa Dr. Trail. The average trails cost $30,000.00 per mile of trail. He believes that our estimate due to drainage, DG, and moving utilities, is not out of line. Jeff Dickman from the County let us know that property values usually go up about 5% on streets that do have trails.

Remember...the City of Newport Beach does not allow any posting of notices on the horse trails. Code Enforcement has alerted us of this fact.

PARKING YOUR TRAILERS...Here is the new ordinance for the City of Newport Beach:
Section 1: Section 12.40.055(G) of the Newport Beach Municipal Code is amended adding Subsection 6 which reads:

6. Any motor vehicle or non-motorized vehicle, currently registered and licensed by the Department of Motor Vehicles, that is parked in the REQ (SP 7) district of Santa Ana Heights for the express purpose of loading/unloading or standing for a period not to exceed 72 hours. This exemption is exclusively for vehicles involved with the transportation of horses and does not pertain to any commercial vehicle not involved with the movement and placement of horses.


CLEAN UP AFTER YOUR HORSE
Did you know that the same Pooper Scooper laws that apply to dogs also apply for horses? Your animal can not poop on a public right away and YOU NOT pick it up. The same fines apply. Read the ordinance for the City of Newport Beach.
The Poop Can Project is a project underway to provide small trash cans along the trail on Cypress St. & Mesa Dr. to aid in this clean up effort.
