SANTA ANA HEIGHTS PROJECT ADVISORY COMMITTEE
August 6, 2002
MINUTES
Meeting called to order by Chairman, Roger Summers at 6:30 p.m.

PAC Members Present: Barbara Venezia, Greg Carroll, Jay Taylor, Harold Klassen, Mary Slouka, Roger Summers, Gary Hall, Peter MacDonald, Richard Moriarty, Rick Dayton.
PAC Members Excused: Jeff Hamilton, Dave Stieve
Orange County Staff: Mark Esslinger, Micki Harris, Paul Lanning - CEO's Office, Jeff Dickman - HBP, Justin McCusker, JWA
Guests: Brent Caldwell, RBF

I. Comments from Chairman
A. Roger Summers wants to add to New Business the May 2nd passage of Motion B for discussion.
B. Each agenda item has a time assigned to it. Barbara V. has the timer and will keep each agenda item on track.

II. Public Comments
A. Ann Watt - lives on Spruce Avenue
1. There's a meeting Thursday, August 8th at 7:30 p.m. regarding Measure W on the Airport in El Toro and other issues. (Flyer was distributed)
2. There is a poor response from the fire department in Santa Ana Heights. Ann's neighbor had a medical emergency and the fire department said in order for them to respond, she would physically have to get them. This is because SAH is not in the City of Newport Beach and the fire department is Newport Beach City fire. Roger S. and PAC were concerned about this and will look into it immediately.

III. New Business
A. Mesa/Birch St. County owned corner lot - Mark Esslinger
1. The lot is still part of the Developer's Plot Plan
2. Developer is coming in to pull a grading permit
3. Current owner on record is still Saywitz
4. Contact man is Dave Murphy on project
5. New owners are working to get everything including "assignment agreement" to the Board of Supervisors for final approval.
6. Building permit is almost ready to be pulled.

B. Widening of Irvine Ave. to six lanes - Rick Dayton
1. Notice was not widely circulated to people and residents in Anniversary tract area by the County of Orange Road Dept.
2. Widening is between Bristol and University Drive
3. Construction is due to be completed by Feb. 2004 and is funded by Measure M.
4. County is lead agency with Ed Kwan as lead contact. Costa Mesa Traffic and Newport Beach City are also involved.
5. Land acquisition would involve "eminent domain" and there are a lot of complaints and letters.
6. County is doing a negative declaration and doesn't want to meet neighbors until the Fall of 2002.
7. PAC will send a letter to the County indicating the negative feeling regarding the widening within the area.
Motion: Richard Moriarty motioned to have Rick Dayton write a letter regarding project.
Seconded: Barbara Venezia Motion: Carried

C. Water Main on Orchard in West SAH is 4", by law does it need to be 6"?
1. It is now illegal to have a 4" water in a residential neighborhood.
2. The new Water Co. agreed to fix any code problems when they purchased the old water company.

D. Playground equipment in Orchard Park in West SAH
1. There are a lot of problems with old equipment. Old wood is a safety hazard.
2. Micki Harris took the problems to the Project Team and has a company that will design new park equipment.
3. Could PAC form a sub-committee to help design equipment? Redevelopment funds can be used to construct it. Park also needs new water fountain.
4. Could park link to Delhi Channel?
5. A new street light is also needed to discourage "night activities"
6. Subcommittee formed with Harold Klassen as Chairman and Jay T. and Davis S. as committee members to help design new equipment and park
improvements.

IV. Staff and Committee Reports
A. Report on Proposed Future Projects - Brent Caldwell
1. Brent Caldwell from RBF presented a report listing each of the proposed improvement projects and a projected cost related to each project.
2. Roger Summers proposed that a letter be written to RBF from the CEO's office and that RBF establish a time schedule for each project.
Richard Moriarty proposed that each of the future projects on the "Wish List" be approved by the CEO's office and given a level of importance and timeline.

B. Code Enforcement Report
1. New telephone number for Code Enforcement complaints is - 866-552-8120
2. There are currently no funds for County Code Enforcement for overtime expenses. Alan Metz will not be at our meeting tonight.

C. Report on JWA - Justin McCusker
1. JWA is getting Megadata and Bridgenet to track planes and will be placed on a website with public access.

2. Station 33 is being rebuilt to meet the FAA requirements of a Category 3 Airport which it is now and needs to have a 3-minute response time. JWA did buy one extra truck and crane over the minimum required. There are two trucks mandated and one crane. JWA has a 4th old truck. There are six bays in the building for Station 33 for the Air Field Rescue & Fire Fighting (AFRFF) team.

D. Bristol Street Slope
1. Cal Trans has not yet deeded the slope to the County.
2. JWA has been most concerned with security issues. They are number one priority now.
3. PAC wants a contact person to try and get Cal Trans to at least transfer the property title to the County and JWA.

E. Community Center - Paul Lanning
1. Board of Supervisors has approved of negotiating with Koll on acquiring the property for a community center.
2. County people, Bill Mahoney and Tony Farillo are the County's real estate contacts. They met with Sid, the Koll's property man.
3. Sid was disappointed with the meeting with the County people.
4. An offer should be made within the month.
5. The City of Newport Beach could take over management of the property after the protest stage of the City of Newport Beach annexation ends in mid November.

F. Report on Fire Station
1. One location is on the curve of the Birch/Mesa connection
2. The second possible location to build the station could be on the vacant lot on Birch, close to Bristol Street.

G. Report on Annexation
1. The hearing is still on September 11th in the Planning Commission Room.
The time may change.

H. Undergrounding in East SAH - Mark Esslinger
1. On June 25th , The Board of Supervisors decided the undergrounding was a legal use of the Redevelopment Funds.
2. Staff will report in 30 days on how much money Edison will charge.
3. On July 23, Board of Supervisors recommended a plan to form an Undergrounding Utility District.
4. Tina Tawner of the Public Facility Report Department (PFRD) will complete her report to Board of Supervisors in three months.
5. After her report is submitted, a public hearing will be set for the community.

I. Trails Committee - SAH Riding and Hiking - Jeff Dickman
1. Santa Ana Country Club might assist the County in building the trail on the Club's land, as well as give the County as easement.
