MINUTES
April 2, 2002
7:00 p.m.

Members in attendance: Davis Stieve, John McGregor, Richard Moriarty, Gary Hall , Peter MacDonald, Greg Carroll, Barbara Venezia , Roger Summers

Absent: Rick Dayton was excused because of family commitment. Unexcused absences were Jeff Hamilton, Mary Slouka, Robert Banghart

Gary Hall moved to approve Minutes, Seconded by John McGregor. Motion Carried.

Public Comments:
BV added Marcella Niewiarowski letter to the record because she could not be in attendance. BV has emailed the letter to each PAC member and Supervisor Silva's office.

Russ Niewiarowski: John Wayne Airport expansion says that AWG is filing litigation on El Toro. Russ passed out letter for the Millenium Group that is trying to collect 600 signatures and looking to raise money and volunteers to help this issue. Their web site is www.ocxeltoro.com. They are trying to keep the issue of El Toro airport open.

Ann Watt: Commented that John Wayne is not currently in compliance with noise regulations and spoke with Supervisor Wilson and told him she was against sound insulating in SAH. He suggested to her that maybe she doesn't want to sue the county on the EIR. Ann believes that the FAA will.

Derek Leason: Saw a wish list of projects for the area and nothing has been done in the past year and wants action. Asked to put in Newsletter how much we have in our PAC budget. Wants the PAC to make a better stand on the airport expansion. He is disappointed that our voice cannot be heard on this issue.


1/ Report on trails:
BV reported on the estimate of $100,000.00 to $150,000.00 given by Dave Kiff to build out the Mesa Dr. Trail. Jeff Dickman does not believe that is out of line. Average trails cost $30,000.00 per mile of trail. He believes that our higher estimate could be due to drainage and moving utilities. This estimate does not anticipate removing current landscaping.

Peter M. asked if Jeff D.had the cost of the Cypress St. trail. Jeff D. didn't have that information, but estimated $10.00 a foot in a best case scenario. Projects usually have an overage of 10% of the cost estimate.

Roger S. asked Jeff D. if because this is considered by the County to be a local trail, do we really need a trail in both directions from Cypress St. that will lead to the back bay trail, is this cost effective? Roger S. also raises the issue that it appears on the map that Mesa Dr. is pretty straight but in reality there is a lot of encroachments on the estate side of the street, could we losing the parking because of that? Jeff D. replied that there is encroachment from homeowners and we are looking at trying not to disrupt that. He also remarked that in his experience riders do like to make loops with the trails, thus the trail going in both directions on Cypress Street on Mesa Drive. He described the local trail & bike way systems that are currently in existence and those planned and they do interface with a master plan and interlink. He also reiterated that the trail system is not only for horses, they are multiple use…walkers, joggers, bikers…

Roger S. raises the issue of the horse arena ….Mark Esslinger reported that they are getting an estimate of cost to design and time estimate.

Peter M. asked if the trail is built on Mesa would increase property value. Jeff D. responded that property values usually go up about 5%. Jeff D. also remarked that there should be no poles in the middle of the trail.

Roger S. wants the trail subcommittee to bring back a proposal that would include Cypress St., Mesa Dr. to the arena to the interpretive center if possible. PAC asked Jeff D. to come back with a design concept, cost estimate, and time estimate as well as a survey for the area. Micki Harris will request the survey from the County of the encroachments in the right-of-ways. Micki H. will get with Jeff and Denny and pull the arena into this report as well.

2/ Community Center: Paul Lanning has gotten the appraisal back and the County is now working on getting a 2nd opinion. They also had a discussion with Newport Beach on their commitment to this project and Newport Beach is willing to maintain the property. Newport Beach has sent a letter to the County CEO to fund a fire station as part of the Community Center. Dave Kiff would like to have the fire station at this location and that request took the PAC members by surprise. There was discussion pros and cons on this issue. Paul Lanning will talk with the CEO's office to get this issue on the Supervisor's agenda.

3/ Dave Kiff reports on annexation - All applications are now in and a LAFCO workshop will be held sometime in May. The applications submitted are: Newport Beach, Costa Mesa, Santa Ana County Club, West Side of Santa Ana Hts, Bay Knolls and Emerson Street. After the May workshop the LAFCO formal hearing will be scheduled sometime in July. Roger S. asked Dave Kiff if sphere of influence of West Santa Ana Hts is voted to be removed from Costa Mesa, would NB be willing to refile a new application for West Santa Ana Heights to be included in Newport Beach. Dave Kiff would have to look into this issue.

4/ Undergrounding report: Paul L. does not have a an agenda date for the Board of Supervisors. Public Works is working on an undergrounding policy to take to the Board of Supervisors and asked Paul L. not to take this to the Board until they do. Roger S. suggests that we go directly to Supervisor Silva to get this on the agenda. No one was happy about this turn of events and waiting.

5/ Birch Street Name Change: Micki Harris still does not have an answer on this. Dave Kiff will try and get this done by next meeting.

6/ Airport Report: Ann M. reported that there is still no word on the Bristol slope. The Airport increased rates on parking and several other issues to keep them financially sound after 9/11. Operations are going smoothly. John McGregor asked about the work of the insulation program on the West Side. John McGregor said an airport employee made a comment that they are going to extend the runway in 2005 by the 405 and run the freeway underneath. Ann M. says that she has not heard anything like that.

7/Code Enforcement: Allen Metz reported that we have had 99 formal complaints over the past 3 years and we have 12 remaining open cases. The complaint neighbors had about landscaping noise in the early mornings at the golf course on the West Side seems to have been solved. Cindy, a Code Enforcement Officer, has visited the golf course and asked them to speak to the landscaper and apparently that has solved the problem.

8/Budget Committee: Peter M. and Paul Lanning will meet to discuss budget report for June 4th Meeting.

9/ Mark Esslinger reported that he is now taking PAC Membership applications and BV posted that on the web site. No applications have been received as of this date. The web site information went up today.

10/ West Side Traffic Report: Roger S. inquired about the bus stop on Santa Ana Avenue and Orchard. There needs to be some further exploration regarding a cross walk with lighting to make it safer. Mark Esslinger will look into this.
