SANTA ANA HEIGHTS PROJECT ADVISORY COMMITTEE April 1, 2003 MINUTES
Meeting called to order by Chairman, Roger Summers at 6:35 p.m.
PAC Members Present: Peter McDonald, Richard Dayton, Harold Klassen, Gregory Carroll, Davis Stieve, Barbara Venezia, Richard Moriarty, Roger Summers, Mary Slouka, Gary Hall
PAC Members Absent: Jay Taylor, Jeff Hamilton Guests: Justin McCusker, Jason Vasquez, JWA Approval of Minutes: Motion to Accept Minutes by Greg Carroll/Seconded by Richard Moriarty. Motion Approved.
I. Introduction of Guests Jason Vasquez was introduced by Justin McCusker as PAC's new representative to JWA. Jason has formerly worked for Supervisor Spitzer and Congressman Chris Cox.
II. Comments from Chairman Roger informed PAC that Pat Cox, a long-time Santa Ana Heights resident and best known for her Duck Farm on Mesa Drive, had passed away. III. Public Comments - None Off Agenda - Richard Moriarty asked the County to do some weed abatement on their SAH properties. Mark Esslinger to look into.
IV. Staff Reports A. Code Enforcement - Barbara Venezia 1. No items to report on.
JWA - Justin McCusker 1. Roger wanted to know what would be the impact of the 65-CNEL if the City of Newport Beach approved affordable housing on the YMCA property.
Answer: There is no plan to move the 65-CNEL line, and the Y Property is within the reported line. 2. Megadata is being tested and works the way JWA envisioned. It should be ready 60 days from today, June 1, 2003. This system is being used at LAX. SAH residents can try it out. 3. JWA will respond to loud noise or off hours fly outs. Please call the Airport with complaints. 4. Settlement Agreement - Could JWA have chosen to do no expansion? Answer: Airport Noise Capacity Act (ANCA) along with the Airport Working Group and SPAWN if they did nothing, the airlines could have sued the government if this happened. There was a chance the airport would end up with no restrictions. Greg Carroll disagrees and thinks JWA and the City of Newport Beach could have made a stand to stop any expansion. 5. Roger Summers Question: Has the engineering company found a solution to the construction of a new airport fire station? - Not yet. 6. Greg Carroll Question: With addition of 2 Cargo Flights and 1 million passengers how will the EIR change to reflect these changes? - Will check on. 7. Settlement agreement is signed.
B. Annexation of Area 7 - Roger Summers & Dave Kiff 1. Annexation of East Santa Ana Heights as of July 1, 2003 is final. 2. Area 7 is West Santa Ana Heights, Santa Ana Country Club and area south of Mesa down to Monte Vista. The City of Newport Beach is considering annexing all of Area 7. LAFCO held a meeting in March and gave Newport Beach 6 more months to submit an application for Area 7. The City of Newport Beach also wants to take over all Redevelopment Agency management. If everything goes well, annexation would be July, 2004. Newport Beach has talked to Silva and Norby regarding this issue, they are favorable to the idea. Dave Kiff will send answers to PAC's questions to Barbara Venezia for website posting. On April 23, Dave Kiff has a meeting with Supervisor Silva re: Annexation Issues.
Question: Peter McDonald - What will change for East Santa Ana Heights after July 1, 2003? Answer: Police protection, street sweeping, animal Control and other city services,
C. Community Center - Rick Dayton 1. Refer to handout re - Feasibility Study. 2. City of Newport Beach asked by Supervisor to do M.O.U. by April 23 on Community Center.
D. Fire Station - Dave Kiff 1. Looking at three sites on Birch Street and will keep PAC posted. It looks good.
E. Future Community Projects - Mark Esslinger & Peter McDonald 1. Budget Meeting with Phil Jones, Design Engineer. 2. Water Project - increase water main, interconnect systems and fire hydrant - Riverside Drive. 3. Once projects are finalized, it takes 20 weeks. Hopefully they will be done by October 2003. 4. Next meeting - May 7th at Paul Lanning's office 5. IRWD is now serving the area, why aren't they doing these 2 projects? In the buy out for the SAH Water Com, IRWD said they would be responsible for upgrading the SAH Area. IRWD is saying since the cost was $250,000 in 1993 (The year of the buy out) that is all they should be responsible to pay. The Redevelopment Agency can't pay for projects if other money is available. IRWD procrastinated on these projects so the cost is greater now. PAC doesn't feel they should be made to pay for IRWD's foot dragging.
F. Report on Project Developement Committee - Rick Dayton 1. A new project is proposed on Orchard Drive. 2. The project is on 9,000 square feet. The BP Reg. have a minimum standard of 19,800 square feet. 3. The project is in compliance with the regulations and standards of the BP district in the Santa Ana Heights Specific Plan except for the 19,800 square ft. building site rule. 4. The Orchard Drive Street is short and is nearly completing development. Because of this the PAC recommends an exception to the lot size and approves the project if all other regulations are met.
G. Old Kline Drive - Mark Esslinger 1. Stevenson, Porto and Pierce Engineering Firm to design a conceptual plan to show the residents what a new road would look like as compared to the old road. (locations of houses, etc.).
V. Old Business A. Carla Brockman - Mark Esslinger 1. The trail is still open. There has been no response from Carla since the County's last communication.
